How to disguise data in a context of ubiquitous surveillance
We are living in a world where surveillance is ubiquitous. Cameras follow our paths, biometric technologies scan our faces when we hop on a public bus, and we are forced to scan our fingerprints in order to use the public health care system. In many cases, our data is stored and shared carelessly between governments and multinational corporations. They can use our data to build a case against us or our work.

We are tracked while moving from one place to another--not only those living in contexts with oppressive governments-- modern day surveillance knows no borders.

As an activist who encourages others to collect, produce or share information, this presents a big challenge.

During this workshop, we’ll shine a light on the surrounding environment, and borrow from participants’ experiences to discuss challenges of producing, storing, and sharing sensitive information.

For inspiration, we’ll look into examples from ancient Andean cultures who stored coded information, along with tactics from the contemporary ‘offline world’ to hide data, to discuss and compare ‘data camouflaging’ across different political contexts. Quipu, for example, is a system of knotted cords used by the Incas to store massive amounts of information. Or, on the other hand, examples from the ‘offline world’ would be using fake covers or seemingly harmless books to hide and read sensitive information, or painting figures in faces to avoid biometric recognition software.

Based on tactics and resources used by different cultures and activists, we’ll collaboratively ideate out-of-the-box ‘data disguises’. We aim to spur creative thinking around challenges of privacy, and consent in the context of evergrowing surveillance, as well as share a set of tools participants can take back home and apply to their work to advance in their goals in a more secure and protected way.

The workshop will be facilitated by Paola Mosso, journalist and The Engine Room's Catalyst team Coordinator, and David Oliva, advisor for human rights organizations, activists and Latin American journalists, especialized in digital security.

Paola is a feminist Chilean journalist who promotes a responsible and effective engagement with tech and data. Before joining The Engine Room, she was part of Poderomedia Foundation, leading the organization's training program for Latin American journalists, designers and developers and coordinated the community behind the Influence Mapping project, an international group who supported activists to map power networks. She now works engaging with emerging and well-established organizations that fight for social change to support them on their tech and data initiatives. At The Engine Room, Paola coordinates the Catalyst team, supporting Transparency and Accountability and human rights activists, in all areas that cut across regions.

David Oliva is an engineer in Sciences and Systems of the University of San Carlos of Guatemala. He has worked as a digital security consultant for Fundación Acceso since 2012 and for the Irish organization Frontline Defenders since 2015. He is part of the founding team of the Independent Media Center of Guatemala, where he has been part of the digital security team and investigation.
